Madhya Pradesh: Rainwater harvesting is required for all new and old Indore buildings.
Rainwater harvesting systems have been made mandatory in Indore city for all existing and upcoming residential buildings of at least 1,500 square feet. It is also required for all non-residential and government structures.
The new rules went into effect on April 4 after the Madhya Pradesh government issued the Indore Municipal Corporation (Rainwater Harvesting) Bylaws, 2022. “Any violation of the new rules will result in a Rs 5,000 fine. Existing buildings that meet the criterion will be required to install rainwater harvesting systems “Pratibha Pal, Commissioner of the IMC, stated.
The bylaws have special provisions that prevent any lawsuit, prosecution, or litigation against the government employee authorised under the bylaws to take action in accordance with the directives, according to the IMC commissioner. These rules are only applicable to IMC. It ensures rainwater harvesting measures are implemented by requiring builders to pay a returnable security deposit for rainwater harvesting systems, she explained.
Residential buildings ranging in size from 10,000 to 25,000 square feet will require a harvesting pit with a diameter of 4 metres and a depth of 15 metres. Buildings larger than 25,000 square feet will require a 6-meter-diameter pit. People who build structures larger than 1,500 square feet will need to obtain permission from IMC after paying a security deposit, which will be returned once IMC certifies the system and finds it operational, according to Pal.
To obtain certification, the owners or builders must provide geotagged photographs as well as schematic details of the rainwater harvesting system. A builder who instals a certified rainwater harvesting system will receive a 10% rebate on consolidated taxes from IMC.
IMC will inspect the rainwater harvesting system on a regular basis to check components such as the water collection area/system of/on the roof, pipes installed for downward flow of water from the roof, control valve and flash pipe, filter units, and the storage tank.
According to the bylaws, rainwater collected from the roof’s catchments should be connected to the harvesting system, and any excess water should be directed to the roadside storm drain. If rainwater is found to be released into the civic body’s sewer system, a fine of Rs 500 per day, not to exceed Rs 5,000, will be imposed.
